Quality measurement are intended to provide assistance to improve care, in order to influence the consumers in making a choice among the health care providers and facility to find out the adequate compensation for providers. Ganz writes, in one of his article writes, “policy-makers and clinicians are concerned that initiatives to improve the quality of care for some conditions may have unintended negative consequences for quality in other conditions” (Ganz, Wenger, Roth, Kamberg, Chang, Mclean, et al, 2007).

This is where the need for performance measurement comes into applicability for quality improvement. A well organized performance measurement can clearly assess the situation and find out which conditions is in need of undergoing quality improvements. A practical intervention that improved quality of care for targeted condition did not seem to affect measureable aspects of care on a set of masked quality measures. Most widely accepted and commonly used quality measures are the measures of process or measures of outcomes.

Patient outcomes can be reported as they are clinically tangible, but their value is diminished by various difficult events and incidents with the care system. By making a performance measurement the providers can overcome these issues and deficiencies. Therefore, process measures of performance are suitable to be implemented as means for encouraging quality improvement. Even when process measurement of performance is considered to be a powerful means for quality improvement, it also faces the limitation of not being able to measure all the essential processes of care.

However, performance measurement can be used as a valuable tool for quality improvement when there is a positive correlation with evaluated care against the, unapprised care. The findings of both performance measurement and quality improvement show that the unmeasured performance can influence the outcomes. The variance between the measured and unmeasured care has a great impacts on the success of the proposal in quality improvement. Thus, performance measures deals with care procedures that can develop care directly as well as detect essentials of health care quality which seems to be unmeasured.

On the other hand, the actual determination of the corrective action is part of the quality improvement process, and not the performance measurement process (Performance Measurement Process). The corrective action enables the system to bring back its operation in line with its goal. This process is also related to improvement of the management team in quality improvements. The Carlinville Area Hospital is a licensed 25-bed acute care clinic that accommodates a wide range of inpatient, outpatient, as well as emergency services.

The hospital functions with the slogan of “excellent care close to home”, providing also a variety of other services to patients on an inpatient and outpatient basis through the hospital’s cardiopulmonary, imaging, laboratory, and rehabilitative services (Carlinville Area Hospital).
